What is a Handover Report?

A handover report is an independent building inspection carried out at the point when a property changes hands – typically when a new build is handed over by the builder or developer, or when a tenant takes possession of a rental property.

The report documents the condition of the property at the time of handover, identifies any defects or incomplete items, and provides a written record that can be used to hold the builder, developer, or outgoing tenant accountable. Without an independent record, disputes about what was present at handover – and who is responsible – become very difficult to resolve.
