1. Heating

Portable plug-in heaters do not. The required output is calculated based on the size and thermal characteristics of the room – a single standard does not apply to all living rooms.

2. Insulation

Ceiling insulation must meet R2.9 minimum (R3.3 in colder zones). Underfloor insulation must meet R1.3. Existing insulation that was compliant when installed and is in reasonable condition may be acceptable under transitional provisions – but this is assessed case by case. Old, compressed, or pest-damaged insulation generally does not qualify.

3. Ventilation

Kitchens and bathrooms must have either an openable window or an extractor fan that vents directly to the outside. Fans that vent into the ceiling cavity do not comply. All habitable rooms must have openable windows meeting minimum size requirements. Inadequate ventilation is one of the most common non-compliance issues we find during assessments.

4. Moisture and Drainage

The property must have effective drainage for stormwater, surface water, and groundwater. Where there is an enclosed subfloor, a ground moisture barrier must be installed where reasonably practicable. This barrier prevents moisture rising from the soil into the subfloor and living areas – a major source of dampness and mould in older NZ homes.

5. Draught Stopping

Unreasonable gaps and holes that cause draughts must be sealed. This includes gaps around pipes and cables passing through exterior walls, unused fireplaces (which must be blocked), and any other openings that allow uncontrolled airflow. Draughts significantly reduce the effectiveness of heating and make properties harder and more expensive to warm.
